Fondazione Santagata supports the PITER+ 2021–2027 of the Terres Monviso throughout the entire project cycle, from the implementation of actions to the assessment of the impacts generated at territorial level.
Territorial context
The Terres Monviso cover an area of 5,039 km² (2,477 km² in France and 2,562 km² in Italy) and include 114 municipalities (66 in Italy and 48 in France), with a total population of 163,352 inhabitants in 2021. Territorial governance is ensured by 3 communities of municipalities, 6 Mountain Unions, and 4 municipalities in the Saluzzo plain.
From a historical, cultural, landscape, environmental, and socio-economic perspective, the area presents a strong territorial cohesion, despite the diversity of its valleys and high-altitude villages. Occitan language and culture are deeply rooted on the Italian side, while Alpine Provençal is still spoken in France, mainly by older generations. Mount Viso represents a powerful element of identity and attraction, internationally recognized by UNESCO through the historic heritage of the Fortress of Mont-Dauphin.
Project Context and Role of the Foundation
Within the framework of the PITER+ 2021 of the Terres Monviso, Fondazione Santagata is responsible for designing a working framework capable of supporting project implementation and systematically interpreting the changes and impacts produced. The Foundation operates as an independent third party, while being deeply embedded in the local context through long-standing experience in research, evaluation, and continuous collaboration with public bodies, administrations, and local operators. This positioning enables an informed and contextualized interpretation of local dynamics, development trajectories, and emerging criticalities.
The PITER+ builds on the 2014–2020 programming period and is structured around four main strategic pillars:
- ATTRA(c)TIVE, aimed at strengthening the attractiveness of the cross-border Monviso area by enhancing natural and cultural heritage and improving accessibility and the overall quality of experience for visitors, residents, and new audiences.
PROA(c)TIVE, focused on the territory’s capacity to anticipate change, supporting skills development, innovation, and cooperation among local actors to strengthen the economic and social fabric and increase community readiness to face environmental, economic, and organizational challenges.
REA(c)TIVE, dedicated to climate change resilience, reinforcing the territory’s ability to respond to increasing environmental shocks and ensuring continuity of local activities, particularly in the most exposed sectors.
PCC – Coordination and Communication Plan, with a cross-cutting role in integrating projects, facilitating dialogue among partners and territories, and ensuring coherence, visibility, and shared understanding of the results and impacts generated by PITER+.
Objectives
To analyze the risks that may threaten project implementation;
To develop a monitoring model structured around the identified risks;
To support the PITER+ 2021–2027 Terres Monviso partners in setting up a data analysis system suitable for interim and final evaluations;
To carry out an interim evaluation focusing on project progress, emerging criticalities, and adaptation needs;
To deliver a final impact evaluation supporting the update of the territorial framework and the definition of strategic orientations.
Approach and Methodology
Fondazione Santagata’s intervention is based on an integrated work process composed of two main components.
- The first consists of an initial risk analysis, aimed at defining the reference context, identifying potential critical issues, and supporting more informed project management.
- On this basis, an impact evaluation system is developed, with particular attention to social, cultural, environmental, and economic dimensions, designed to accompany the entire project cycle and provide a systematic interpretation of results and territorial value creation.
Work Phases
The first phase focuses on defining the baseline and managing risks through the development of a Monitoring and Risk Assessment Toolkit, which constitutes the methodological backbone of the entire process.
The pathway includes an interim evaluation, focused on progress and critical issues, and a final evaluation dedicated to the comprehensive analysis of the impacts generated.
Expected Results / Impact
Risk analysis report;
Interim evaluation of the project implementation process;
Final evaluation of economic, social, and environmental impacts.
