Fondazione Santagata, commissioned by the Italian Agency for Development Cooperation (AICS) in Tirana, is collaborating with Albania’s Ministry of Economy, Culture and Innovation (MEKI) to draft the new National Strategy for Culture 2026–2030.
Context
A national strategy for culture is essential for any country seeking to ensure the preservation, development, and promotion of its cultural heritage and creative potential. Such a strategy helps to coordinate policies and investments across different sectors, aligning cultural objectives with broader economic and social goals. By establishing clear priorities and mechanisms for action, a national strategy enables governments to support artists and cultural professionals, foster greater public participation, and strengthen the role of culture as a driver for social cohesion, well-being, and sustainable development
Objectives
The new Strategy for 2026–2030 aims to:
- strengthen the preservation and promotion of tangible and intangible heritage;
- foster creative industries and cultural tourism;
- enhance governance and institutional capacities;
promote inclusivity, accessibility, and community participation; - integrate digital transformation and innovation into cultural policies;
- identify sustainable financing tools and encourage public–private partnerships.
Work Phases
To prepare the strategy, Fondazione Santagata contributes to:
- analysing the current state of the cultural sector and review existing policies;
- assessing resources, infrastructure, and funding mechanisms;
- mapping stakeholders and identify challenges and opportunities;
- gathering international best practices relevant to Albania’s context
Expected results
The National Strategy for Culture 2026–2030 will provide Albania with a comprehensive framework to:
- safeguard and make cultural heritage more accessible;
- generate new jobs and economic opportunities;
- reinforce institutional and private sector roles;
- position culture as a pillar of sustainable development, social cohesion, and international cooperation.
