Employment in the Creative and Cultural Sectors. Evidence from a sample of European countries.

According to the UNESCO Institute for Statistics, understanding the contribution of cultural employment to the economy is vital. Without appropriate methods of measurement and reliable statistics, countries lack the tools necessary to evaluate the extent and characteristics of cultural employment in a comparable way (UNESCO, 2009). Nevertheless, the statistical analysis of employment in the creative and cultural (CC) sectors and, even more so, any attempt of its international comparison, are fairly underdeveloped. The aim of this study is to fill this knowledge gap with the available statistics. Even given a framework of limited available data, some interesting information and measures about cultural employment in the European Union (EU) can be highlighted. Bearing in mind that the statistical description also represents an essential base of discussion with key institutional actors in the eld and to derive recommendations aimed to promote employment and professional development in the cultural sector, this research can help identify the essential terms for a fruitful debate in the academic eld and in the policy makers’ agenda.

Generally, the economic and social values of the CC sectors are largely underestimated:

Due to the sectors’ speci cities, culture and creativity is often embedded in manufactured products (design in a garment or a car) or in popular new media services (digital delivery platforms making available creative ‘content’ such as music, games or lms); creative enterprises or cultural entrepreneurs are not satisfactorily captured by statistical tools due to their size, the project-based nature of their activities or their social value (a major feature of cultural activities) (KEA, 2015 pag. 5).

By looking at the International Standard Classi cation of Occupations 2008 (ISCO-08) database, we are partially able to overcome these limits and can add significant information to the literature on the CC economy.

Section 2 identifies the best definition for outlining the sectors to estimate employment in the CC occupations (CCOs). Section 3 explains the choice of the five EU countries to which the analysis is applied: France, Germany, Italy, Spain, and the United Kingdom. Sections 4 to 12 presents and discusses the results. In Section 13 some conclusions are sketched.

Tourism and Economic Diversification among World Heritage sites

The fifth International workshop dedicated to Tourism on UNESCO World Heritage “Tourisme et Diversification Economique Dans Les Sites Du Patrimonie Mondial” has been hosted in Paris on December 10th, 2014 and it has been promoted by the Chaire UNESCO «Culture, Tourisme, Développement», by the IREST and the EIREST of the Paris-Sorbonne University, by the “Association des biens français du patrimoine mondial”, by the UNESCO World Heritage Centre and ICOMOS France. The Research Centre Silvia Santagata – CSS-EBLA worked in the field of the workshop and drafted the volume “A la recherche de voies de développement durable pour le site UNESCO de Venise: Le cas du district culturel de Murano et de sa marque collective” (pp. 61-68) and “Creative atmosphere in Piedmont vineyards: new opportunities for local development” (pp. 108/113).

Culture and creativity in the territorial local systems. Tales in search for a theoretical scheme

The analysis presented in this paper deals with the topic of the integration of a cultural institution in old industrialised urban contexts, and concerns the use of cultural activities not only as factors of diversification of the local economy, but also as elements of innovation and cross-fertilisation for the former industrial functions. The cases of Biella industrial district and Saint-Etienne industrial area are described in light of the current debate on the culture-based urban and regional development. Attention is also paid to the experiences of Cittadellarte-Pistoletto Foundation and Cité du Design, two cultural institutions recently established in the above mentioned contexts and operating as important nodes of innovation and relations between the local and global networks.

Collective intellectual propriety rights for the development of creative tourist districts: an exploration

In this paper the institution of Collective Intellectual Property Rights (CIPR) is proposed as a regulatory tool for the development of Creative Tourist Districts based on local knowledge and trust, described as a superior organisational model of destinations to alternative models founded on individual property. As there are various types and contexts of applications of CIPR, as well as different development objectives to be achieved, the paper designs a strategy to maximise the expected impacts from case to case. It then proposes “area labels”, based on a combination of controls on quality and delimitation of areas of validity of the right, as the best instrument to foster a strategic orientation to quality across the local tourism industry.

Creativity and new patterns of consuption in the experience economy

Wondering which role culture has in the improving of the quality of life of a community and how it can promote its the economic growth, it can be considerated a predicted issue but also a new one. If culture is seen as an offer of education it is recognized as an important fact both for the civil and social evolution of a country and for the technological progress of its economy (referring to the human capital). Next to this traditional idea of the role of culture there is also another one: culture seen as the starting point of the thought and of its ability to produce new sensorial perspectives and as result, new forms of consuption. According to this, exactly like the first research conducts to the technological innovation, culture is the innovative ability for the whole economic system.
